Yes — plain, air-popped, unsalted, unbuttered popcorn is a fine occasional treat.
Air-popped popcorn with no salt, butter or oil is a light, low-calorie treat that most dogs can enjoy in moderation. The problems come from the toppings — buttered and salted popcorn adds too much fat and sodium — and from unpopped or half-popped kernels, which can be a choking hazard and can crack teeth or lodge in the gums. Make sure any popcorn you share is fully popped and completely plain, and give only a few pieces at a time.
