Yes — the peeled flesh of an orange is safe for dogs in moderation.
Orange segments are non-toxic and provide vitamin C and fibre, so a few small pieces make a fine occasional treat. Peel the orange and remove all seeds and pith first, and only offer the flesh. Oranges are high in natural sugar and acidity, so keep portions small — too much can cause stomach upset, and they are best avoided for overweight or diabetic dogs.
