Yes — cauliflower is safe for dogs in small amounts.

Cauliflower is non-toxic and fine as an occasional treat, either plain cooked or raw. Like other cruciferous vegetables it can cause gas and stomach upset if overfed, so keep servings small. Offer it plain with no seasoning, oil or salt, and cut into small pieces to make it easier to chew and digest.
