Yes — Brussels sprouts are safe in small amounts, cooked and plain.

Brussels sprouts are safe and nutritious for dogs when cooked plain (steamed or boiled, with no oil, salt, onion or garlic). They are notoriously gassy, however, so keep portions small to avoid flatulence and loose stools. Cut them into pieces to make them easier to chew and digest.
