Yes — deseeded bell peppers (capsicum) are safe for dogs in moderation.

Bell peppers are non-toxic and a good source of vitamins, making them a healthy occasional treat. Remove the seeds and stem, and cut into small pieces or lightly steam them to make them easier to digest; serve plain with no seasoning. Red peppers are the most nutritious of the colours. Never give spicy or hot peppers such as chilli or jalapeño, which will irritate a dog's digestive system.
